PUBLIC HEARING May 15, 2012

First Selectman Mailhos called the meeting to order at 7:04 PM
In attendance:~ First Selectman Mailhos, Selectmen Littell & Blessington, EAC Chairman, Ed Taiman and committee members – Norm Nadeau, Scot Rogers, Pam Wheeler, Ralph Tulis , Superintendent Harding, Chief Millix and members of the public
Chairman Taiman explained the concept of Energy Performance Contracting and how the town would work with Connecticut Conference of Municipalities (CCM).~ Energy Performance Contracting involves financing an initial investment in energy upgrades and paying for the upgrades through future energy cost savings.~ Many other towns are doing this with much success.~ CCM has looked at our buildings and thinks Willington has potential to benefit from this.
He explained that the first phase in the process is to do investment grade energy audits in both schools, the Town Office Building, Library, Senior Center, Station #13, and the Public Works Garage.~ The value of this is first phase is $10-11K, and would be need to be paid if we do not go further or continue with phase 2.~ Otherwise, the cost of phase 1 will be absorbed into phase 2.~ In both cases, we would end up with detailed reports.
Discussion was held.
Ed Taiman noted that this concept has been discussed at many meetings already.~ If the Selectmen agree to move on to Phase 1, we should have results of the audits and recommendations for moving forward by the fall.
First Selectman Mailhos will add another discussion about this to the Selectmen’s agenda as approval to move on to the next step comes from the Selectmen.
